Project - CALIFORNIA: Analysis of Environmental Effects of PierPASS and Dedicated Truck Lanes in Southern California
This project has built off of existing analysis on the congestion reducing benefits of PierPASS by conducting a separate environmental analysis of the program. PierPASS provides off-peak truck discounts from the normal charges for accessing the Ports of Los Angeles and Long Beach (see http://www.pierpass.org). The benefits of Pier Pass in reducing peak-period truck congestion are well documented. For example, a study of the first three months of operation showed a 30% shift of truck traffic from inside to outside the peak period or more than half a million daily truck diversions from peak daytime traffic. To complement this analysis, a comprehensive environmental assessment of this freight pricing project is being conducted. This project will look specifically at fleet composition and trucking movements, gather new data, and apply it to advanced emissions models in order to assess environmental effects. Study results will provide a comprehensive understanding of the environmental benefits of this project.

July - September 2010 Update
The study team has completed characterizing fleet activity and vehicle characterization association with the PierPASS program. As part of this characterization, the study team acquired historical truck volume data on major freight corridors (e.g. I-710) from the California PeMS system and also analyzed their trends and variations (e.g. year over year, seasonal, weekday vs. weekend, etc). The data collected thus far and initial surveys completed within the Burlington Northern Sante Fe (BNSF) rail yard and focused data collection efforts (see previous reports) have been completed. The primary activity for this final quarter was the integrated evaluation of fleet activity, fleet composition, and estimated emissions associated with the PierPASS program. This is currently being summarized in a final report, which is expected to be delivered on November 15, 2010.
