Understanding the Problem

  • Rain, snow, fog, wind and other conditions dramatically affect mobility

  • Adverse weather causes crashes

 

A photo in the lower right corner shows the wide snow covered median of a four-lane road.  We see the oncoming traffic on the left side, two lanes of cars and trucks most with headlights on, it is daytime.  In the forefront, in the median are three cars that have slid off the road, two of which appear to have collided, the three drivers are out of the cars and talking to each other.  A few yards beyond them is another vehicle in the median with the driver standing next to the car.
