Understanding the Problem

There are two photographs illustrating the text.  They occupy the lower right hand corner of the slide and the lower left photo overlaps the upper right one.  The left one shows a busy New York City intersection with a tractor-trailer and other cars crossing left to right, and blocking traffic.  The right hand photo is a ten-lane highway with very heavy oncoming traffic and slightly lighter traffic traveling away.  Both directions have an inner separated lane, presumable a dedicated high occupancy vehicle lane that is not as heavily used as the outer four lanes in each direction.
